This job entails collecting and analyzing health sector budgetary data for the County Department of Health (CDOH) and the Health Committee, supporting the County Executive (CE) and County Assembly (CA) in the formulation and implementation of health policies, and assisting in the development of annual work plans. The role involves utilizing data from sources like IFMIS to track budget trends, aligning county health policies with national policies, and assisting in budget preparation. Additionally, responsibilities include advising on health-related policies and bills, preparing reports for MCAs, supporting financial management processes, and maintaining fiscal statistics related to health and county revenues and expenditures.
Applicants should have a Master's Degree in Economics, Public Administration, Health Economics, Law, or a related field, along with at least 3 years of experience in public financial management (PFM), budgeting, accounting, or related areas. The role requires sound knowledge of devolved health service delivery systems and national health system strengthening, as well as an understanding of the principles of equality, disability, and social inclusion in health reforms. Applicants should possess strong analytical and technical skills, demonstrated through the use of statistics, research methods, and the ability to perform quantitative analysis using Excel or other databases. Experience working at the National Government level is preferred, but experience at the County Government level is highly desirable.
